Regulation of proceedings for the conferment of the degree of habilitated doctor at the Faculty of Medicine and Health Sciences of the Jan Kochanowski University in Kielce

  1. Preliminary proceedings

Habilitation proceedings are initiated on application (in a written and electronic form) of a person applying for granting the degree of habilitated doctor, directed to the hereafter called Central Commission (abbrev. CC). The candidate who initiates proceedings, in the application to CC, simultaneously indicates the authorized Faculty Council which, in his/her opinion, should conduct the habilitation procedure.

  1. The candidate for the initiation of proceedings for the conferment of the degree of habilitated doctor should possess, after obtaining the doctor’s degree, at least: 10 IF, including 4 IF, as the first author of original articles constituting a cycle of thematically-linked publications, and 200 scores by the Ministry of Science and Higher Education, including 80 scores as the first author or at least 10 IF when the work was published as a whole or in a fairly large part, and 200 scores by the Ministry of Science and Higher Education, including 80 scores as the first author of original articles.
  2. Detailed requirements concerning the content, form and method of the preparation of documentation are available on the website of the Central Commission (ck.gov.pl),
    and the Regulation by the Ministry of Science and Higher Education of 3 October 2014. The candidate should adjust the content of own application to these requirements.

Together with the application to initiate habilitation proceedings the candidate submits the following to the Central Commission for Academic Degrees and Titles:

  1. a copy of the document confirming the possession of the doctor’s degree, certified by an organizational unit selected for the conduct of habilitation proceedings;
  2. a summary of academic accomplishments presenting a description of the Candidate’s scientific achievements, especially those specified in Article 16, Item 2 of the Act, in the Polish and English language;
  3. a list of scientific publications – with consideration of requirements specified in the Regulation by the Ministry of Science and Higher Education of 1 September 2011, on the criteria for assessing the accomplishments of a person applying for the conferment of the degree of habilitated doctor (Journal of Laws of 2011, No. 196, item 1165). If, with respect to any of the items provided in the above-mentioned form, the candidate has no achievements, please write LACK
  4. information concerning the following:
  • didactic achievements together with a list of proceedings for obtaining the doctor’s degree where the Candidate played the role of auxiliary dissertation supervisor;
  • cooperation with institutions, organizations and scientific associations in Poland and abroad;
  • activities in the popularization of science.
  1. Teleaddress data in the form of a separate document (home address, telephone number, e-mail).
  2. Bibliometric analysis prepared by the UJK Library or other parent University Library, together with the Hirsch index.
  3. It is recommended that the candidate presents the set of documents in writing and on CD in two copies: one copy personally mailed to the Central Commission, while the second copy remains for viewing at the Secretariat of the Faculty of Medicine and Health Sciences UJK. The Annexes, referred to in points b-e, require the candidate’s signature. The electronic form of the application together with Annexes must be identical to the paper form, considering also the required signatures on these documents.
  4. It is recommended that the candidate, prior to submission of the application to the Central Commission, in which he/she indicates the Faculty of Medicine and Health Sciences UJK to conduct own habilitation proceedings, has a presentation at the Faculty Seminar synthetically describing own scope of scientific studies covered by the promotion procedure.

In the application submitted to the Central Commission the candidate indicates the part of own scientific or artistic accomplishments (created after obtaining the degree of Doctor of Science) which, as a scientific accomplishment, is consistent with the content of Article 16, items 1 and 2 of the Act, and is a basis for applying for the granting of the degree of habilitated doctor. If such an accomplishment is a ‘cycle of thematically-linked publications’ it is entitled (similar to the title of the monograph indicated as a ‘scientific accomplishment’ within the meaning of Article 16, item 2, Clause 1 of the Act).

The decision concerning the initiation of habilitation proceedings is made by the Central Commission within 7 days of the formal examination of the application. The date of initiation of proceedings is the date of receipt of a formally correct application to the Central Commission. If the application is considered to be incomplete or inconsistent with the Central Commission requirements, the Candidate will be summoned to supplement the application, indicating the method and determining the date of supplementation of the application. If these proceedings are initiated, information about this fact (the application and summary of professional accomplishments) will appear on the website of the Central Commission (http://www.ck.gov.pl).

At the same time, the Central Commission turns to the Faculty of Medicine and Health Sciences UJK to initiate habilitation proceedings by sending an appropriate document concerning the initiation of the habilitation proceedings, and sending an appropriate document concerning the appointment of three members for the Commission for the matters of the requested habilitation procedure.

An appropriate document from the Central Commission and an electronic form of the proceedings are analyzed by the Scientific Commission at the Faculty of Medicine and Health Sciences, in order to present recommendations for the forthcoming meeting of the Faculty Council for the three members of the Habilitation Committee.

2. Appointment of the Habilitation Committee

After receipt of the document from the Central Commission informing the Council of the Faculty of Medicine and Health Sciences about its indication by the Commission, in order to express agreement and appointment of three members of the Habilitation Committee, the Council of the Faculty of Medicine and Health Sciences UJK holds a meeting as soon as possible, during which, after having heard the recommendations of the Scientific Commission, makes four resolutions concerning the following:

  1. consent or lack of consent to conduct the habilitation proceedings of the Candidate;
  2. in the case of consent, the resolutions concerning the appointment of three members of the Habilitation Committee (including one Reviewer, a Secretary and a Committee Member who, in accordance with the Act on the Academic Degrees and on the Academic Title, are persons with a recognized scientific reputation, including an international reputation).

The President of the Faculty Council immediately passes this information to the Central Commission, and on the website of the Faculty of Medicine and Health Sciences UJK, includes the application of the person applying for the conferment of the degree of habilitated doctor, together with a summary of scientific accomplishments.

Within six weeks from the initiation of habilitation proceedings, the Central Commission supplements the composition of the Habilitation Committee by four subsequent members.
Finally, the Committee will consist of seven members:

  • four members appointed by the Central Commission, including the President and two Reviewers;
  • three members, including the secretary and reviewer appointed by the  Faculty of Medicine and Health Sciences UJK.

On the day of establishment of the Habilitation Committee, the Central Commission, through the Faculty of Medicine and Health Sciences UJK passes to the members of the Committee  the documents concerning the proceeding. The Habilitation Committee (on behalf of which act its President or Secretary), through the Dean of the Faculty of Medicine and Health Sciences UJK, applies to the Candidate to present within a prescribed period the scientific works contributing to the ‘accomplishment’ or ’achievements in the field of science or arts’, referred to in Article 16, item 2 of the Act. The scientific works should be delivered in the necessary number of copies (indicated in writing in the document by the President of Secretary of the Habilitation Committee).

If the Candidate does not deliver the desired scientific works within the prescribed period, the President, or on the President’s authority, the Secretary of the Habilitation Committee informs the Candidate about the suspension of the proceedings until such time that the demands are met.

The Habilitation Committee informs the Reviewers through the President or Secretary that the reviews prepared by them should cover in distinct, clearly indicated places, according to Article 16, Item 1 of the Act, the assessment of the following:

  • ‘achievements in the field of science or arts’, as described in Article 16, Item 2, Clause 1 and 2 of the Act;
  • ‘important scientific or artistic activity’.

Assessment of the accomplishments referred to above is performed (as required in Article 16, Item 3, of the Act) by applying the evaluation criteria included in the Regulation of the Minister of Science and Higher Education of 1 September 2011, on criteria of assessing the accomplishments of a person applying for the conferment of the degree of habilitated doctor (Journal of Laws of 2011, No. 196, Item 1165). In addition, the cover letter to the Reviewers should contain a request for the Reviewer to comment in writing concerning the potential issue of granting the distinction of the habilitation if, in the Reviewer’s opinion, such a situation should arise.   

4. Legal basis for the functioning of the Habilitation Committee and costs of the habilitation proceedings

Members of the Committee (7 persons) act based on agreements signed between them and the Dean (President of the Council). The agreements include payments specified in the Regulation of the Minister of Science and Higher Education of 14 September 2011, on the amount and conditions of payment to the promoter, and for reviews and opinions for the conduct of the doctoral and habilitation assessment process, and the process for the conferment of the title of Professor (Journal of Laws of 2011, No. 206, Item 1219).

  • The Faculty of Medicine and Health Sciences, according to the rules described in the Regulation, covers the costs of the habilitation proceedings, according to the rules described in Regulation No. 73/2012 by the Rector of the UJK of 19 September 2012. 

5. Operating mode of the Habilitation Committee

  • Reviewers, no later than within six weeks from the date of establishing the Habilitation Committee by the Central Commission, evaluate the scientific accomplishments of the applicant and prepare reviews.
  • The Habilitation Committee also has the right to require, through the Dean (President of the Council), the candidate to make a doctoral dissertation available.
  • The Habilitation Committee acts in the seat of the institution conducting the given habilitation proceedings.
  • After the presentation of the reviews and becoming acquainted with the summary of academic accomplishments, the habilitation Committee, in an open vote (if not declared a vote by secret ballot) adopts a resolution containing an opinion in the matter of bestowing or refusing the granting of the degree of habilitated doctor. In the case of doubt among the Habilitation Committee concerning the documentation of professional accomplishments, the Committee may summon the Candidate for a personal interview. The interview may have the form of videoconference. In the case of need for such an interview, the Habilitation Committee notifies the Candidate concerning the place, date and subject of the interview at least 14 days before the appointed date.
  • The Habilitation Committee decides by vote about the proceedings in the form of a videoconference (§ 15, Item 2 of the Regulation) or having an interview with the Candidate (Article 18a, Item 10 of the Act). This voting takes place by way of  electronic communication (especially by means of electronic mail).
  • Committee meetings are convoked, through the secretary, by the President of the Committee. The Committee Secretary provides technical support at the meetings of the Committee.
  • The President of the Committee decides about the organization and mode of operation of the Committee, who uses the assistance of the Secretary of the Committee.
  • The President of the Committee is obliged to familiarize all members of the Committee with the materials delivered by the Candidate. The President also makes available to the members of the Committee the opinions prepared by the Reviewers. These reviews are available to other reviewers only when all the Reviewers have prepared them.
  • The President of the Committee decides about the number of meetings held. The President of the Committee commissions the organization of the meetings to the Secretary of the Committee.  The President of the Committee may contact other members of the Committee by electronic mail.
  • The President of the Committee, through the Secretary, passes the text of the Resolution referred to in Article 18a, Items 8 and 11 of the Act, which is adopted in the composition indicated in § 15, Item 1 of the Regulation, together with justification, reviews, meeting protocol and results of voting, to the Dean (President of the Council), in order that the Council makes the resolution referred to in Article 18a, Item 11 of the Act, according to Article 20, Items 1 and 2 of the Act.
  • Meetings of the Committee may take place in the form of a videoconference, unless the Candidate applies for secret-ballot voting.
  • The Committee for habilitation proceedings cannot make resolutions if it consists of less than six persons; however, in order that the made resolutions are valid, the participation of the President and Secretary is necessary.
  • The Habilitation Committee, within 21 days of receipt of all reviews, submits to the Council of the Faculty a resolution in the matter of bestowing or refusing to grant the degree of habilitated doctor, with justification and full documentation of habilitation proceedings, including the reviews of professional accomplishments.

5. Closure of habilitation proceedings

  • The Resolution concerning the bestowing or refusal to grant the degree of habilitated doctor is made by the Council of the Faculty of Medicine and Health Sciences UJK in secret-ballot voting, in which participate authorized members of the Council possessing the title of Professor, the degree of habilitated doctor, and qualifications equivalent to those of habilitated doctor, in accordance with Article 21a of the  Academic Degrees and Academic Title.
  • The Resolution is made by absolute majority in the presence of at least a half of the number of Committee members entitled to vote.
  • In case of discrepancies between the resolution by the Committee and the resolution by the Council of the Faculty, the investigation procedure in this matter is carried out by the Central Commission.
  • After completion of the proceedings for the conferment of the degree of habilitated doctor, the Dean, within 30 days passes to the Central Commission a resolution in this matter concerning the granting of the degree of habilitated doctor, together with reviews submitted during the habilitation proceedings in an electronic form, and considering original signatures on the above-mentioned documents.
  • After making the resolution, the Council of the Faculty places on the website the resolution concerning the bestowing or refusal to grant the degree of habilitated doctor, together with justification and schedule of the habilitation proceedings.
  • The Resolution on granting the degree of habilitated doctor becomes legally valid on the day of its preparation.

Additional notes:

On the day of making the resolution on the appointment of a person as an auxiliary supervisor  in the doctoral proceedings, this person cannot initiate the habilitation proceedings.  According to Announcement No. 2/2014 of the Central Commission for Academic Degrees and Academic Title in the matter of the function of an auxiliary supervisor in doctoral proceedings, according to Article 20, Item 7 of the Act of 14 March 2003 on the Academic Degrees and Academic Title, as well as on the degrees and title within the scope of art (Journal of Laws of 2003, No. 65, Item 595, as amended) on the date of appointment of a given person to the above-mentioned function, this person must formally possess the doctor’s degree and not possess the rights of performing the function of a supervisor. If, in the course of doctoral proceedings, the auxiliary supervisor obtains the degree of a habilitated doctor, the auxiliary supervisor may perform this function until completion of the proceedings.
